service 使 用医疗 救护 航空 器作为交通工具或工作平台开展 医疗 作业 的 行为。注：包括 现场 医疗 救 治、医疗 转运、医疗 力量投送 和医用 物 资及 人 体 器官运送等。3.2 医疗救护航空器 air ambulance 配备 为患者 提 供 生 命支持 所 需 的 医疗设备并用 于 航空医疗 救护的 航空 器。3.3 航空医疗救护人员 air medical crew 经过专业 航空医疗 救护 培训后从事 航空医疗 救护 服务 工作 的 医务 人 员。4 总体要求 4.1 管理要求 4.1.1 航空医疗 救护 服务机 构 应建立 完善 的 质量 管理体 系：包括 医疗 质量 管理、病案质量 管理、感染质 量 管理、人 员 培训 管理、设备及医疗用品管理 等，形成 医疗 质量 管理 可 追溯 与 质量危 机 预警 管理 的 运行 机制。4.1.2 航空医疗 救护 服务机 构 应 制 定 详细 的 航空医疗 救护 管理 制度、标准 操作 流程和 应急 预案，工作 人员 应 熟悉 并 严格遵守相关内容。DB11/T 1750 2020 2 4.1.3 航空医疗 救护 服务机 构 应 加强 基础管理、环节 管理和 终末 管理，建立 航空医疗 救护不 良事 件 上报 系统。4.1.4 航空医疗 救护 机 构转运具 有 传染 性 疾病 的 患者时，应 按照国 家传染病防治 的 相关 要求 执 行，根据 需 求 增 配 防 护 设备及医用 物 资。4.1.5 航空医疗 救护 服务机 构 应 与服务 对 象签订 航空医疗 救护 服务 合 同、病 情告知书、航空医疗 救护 风险协议书 等。4.1.6 航空医疗 救护 服务机 构 及 其 医务 人 员 应 当 严格 保 护 患者 隐私，不应 以非 医疗、教 学、研究 等 目 的泄露 患者 的 病历 资料。4.2 人员要求 4.2.1 航空医疗 救护人 员 应 身 体健康，无职 业 禁忌症，具 备 良 好的心 理 素 质、适应 能力 和 应 变 能力，满 足在 医疗 救护 航空 器上开展 医疗 救护 服务 的 执 业需 求。4.2.2 航空医疗 救护人 员 应 进 行 综合 培训 以满足 航空医疗 救护所 需 的 相关专业 知识 和 能力。4.2.3 航空医疗 救护人 员 执 行 任 务 时 应 着 航空 救护 专业 服 装，衣帽整洁、仪 表端庄、举止 大方、文 明礼 貌。4.2.4 航空医疗 救护 医 护人 员 应 在 开展 航空医疗 救护 服务 的 医疗机 构内 依法 注 册，具 备 3年以 上 院 前 急 救、急诊、重症 医 学 科 等相关 科室 工作经 验，能熟 练 使 用机载医疗设备，对 转运过 程中 的 突发 事 件及 患者 的 病 情变化，能 采取正确而 有 效 的应对 措 施。4.2.5 航空医疗 救护 医 护人 员 遵守 医 学 伦 理 道德，尊重 患者 的 知情 同 意权 和 隐私权，为患者 保 守 医疗 秘密 和健康 隐私，维 护 患者 合法权益，尊重 患者 被 救 治 的 权利，不 因种族、宗教、地 域、贫富、地 位、残 疾、疾病等 歧视 患者。4.2.6 医疗 救护 航空 器 驾驶 员 应 持 有 商 用航空 器 驾驶 员 执 照 或 航 线 运 输驾驶 员 执 照。5 设备及医疗用品要求 5.1 基本要求 5.1.1 医疗 救护 航空 器 及机载医疗设备 应 定 期 检 修、维 护，保 证 设施设备 处 于 完 好 备用 状态。5.1.2 医疗 救护 航空 器 及机载医疗设施设备 应 定 期消毒 和 清 洁，保 证 机 舱 内 空 气 质量，环 境 中空 气、物体 表 面菌落 总 数符 合 GB 15982中 III类 环 境 要求。5.2 航空器 5.2.1 医疗 救护 航空 器 机 型选 配 应 与 任 务 类型 及 运行环 境 相 匹 配。5.2.2 医疗 救护 航空 器 登离 机 通 道 应适于 各型担架 的 进出，使患者 登 机 离 机 时 出 入 方 便、迅速、舒 适。5.2.3 医疗 救护 航空 器内 部 应 控 制 气候，以 避免 对 机 上患者 和 人 员 造 成 不 良 影响，航空 器 舱 内 温 度 宜 保 持 在 10 35（50 95）的 范围 内。5.2.4 空地 通 信 系统 应 按 WS/T 451相关 规定，确保 航空医疗 救护 服务 全 流程实 现 有 效 沟 通，清晰 传 递 患者 救护 相关 信息，保 持通 信 联 系。5.2.5 医疗 救护 航空 器 应 设 有 医疗 物 品及医疗 垃圾 专 用 存放 区 域，并设定标 识，分类 管理。5.2.6 医疗 救护 航空 器 应 具 有 医疗 舱 照 明 灯光 和 供 医疗 电子 仪 器工作使 用 的 电 源，照 明 应 满足 夜间 航 行 及 途 中 救 治 的 需 要。5.3 医疗设备及用品 5.3.1 应 配备 适 用 于 航空医疗 救护的 机载医疗设备，至 少应 配备 呼吸 机、监 护仪、除颤 仪、输液泵、注 射泵、医用 供 氧 装 置、负压吸 引 装 置、物 理 降温 设备 等，严 重 心 肺 功能 衰竭 患者 可 配备体 外膜肺氧 合 设备，婴幼儿 患者 可 配备 婴儿暖箱 等,机载医疗设备基础配置 见 附录 A。DB11/T 1750 2020 3 5.3.2 机载医疗设备 应 配置备用 应急 电 源 或电 池，能 够 为 机载生 命支持 医疗设备 供电 至 少 2h，备用 电 池应单 个做 好 保 护 以 防 短路，可 将 备用 电 池 置 于 原厂零售 包 装 或 对 电 极 进 行 绝缘 处 理。5.3.3 机载医疗设备 应 便 携，体 积 应 易 于 从 机 舱 门 进出，体 积较 大的 装 备 应 采 用 可 拆 装 式、模块式 或 组 合 式结 构。5.3.4 机 上 药品和耗材 的 配置 应 根据 所 执 行 的 任 务及 时 调 整。机载药品及耗材基础配置 见 附录 B。5.3.5 机 上 应建立有 效 期 登 记 表，定 期 检 查，保 证 医疗用品、药品 在 有 效 期 内。6 服务流程 航空医疗 救护 服务流程 示 意 图如 下：DB11/T 1750 2020 4 图 1 航空医疗救护服务流程示意图 7 服务要求 DB11/T 1750 2020 5 7.1 基本要求 7.1.1 航空医疗 救护 服务 人 员 应 按照航空医疗 救护 服务流程 示 意 图（见 图 1）开展 服务。7.1.2 航空医疗 救护人 员 应 为患者 提 供 医疗 监 护 和 必 要 的救 治，包括 患者上 机前 病 情 评 估，机 上病 情 监 护，下 机 后患者交 接 和 现场 救 治等 全 过 程。7.1.3 航空医疗 救护 服务机 构 应 按规定 投 保 地 面 第三 人 责 任险 和机 上 乘 员 险。7.2 请求受理阶段 7.2.1 航空医疗 救护 服务机 构 可 通过电 话、邮 件 或 其 他 形 式接收 服务 请 求，并 在 2min内 做 出 响 应。7.2.2 工作 人 员 收集 服务 对 象 的信息 及 需 求，对所 受 理 的 任 务 做 好 详细 记 录。7.3 任务评估阶段 7.3.1 航空医疗 救护 服务 人 员 应 根据 服务 对 象 的 需 求，准 确、及 时 对 患者 做 出 正确 的 医疗评 估，确 定 患者 身 体 状 况 是 否 适 宜 使 用航空医疗 救护 服务。7.3.2 航空医疗 救护 机组 人 员 应对 飞 行 气 象 条 件及起 降 场 地 做 出 飞 行 评 估，确 定 是 否 适 宜 飞 行 及起 降。7.3.3 医疗评 估、飞 行 评 估 全部 或 其 中 一项 不 通过，取 消 任 务。7.4 任务准备阶段 7.4.1 制 定航空医疗 救护 任 务 计划。7.4.2 告知 服务 对 象 服务 项 目 和价 格，公 开 收费 标准。7.4.3 与 保险 公司核 实服务用 户 实 际 情 况。7.4.4 告知 患者或家 属 航空医疗 救护 相关 的注 意 事 项 及 风险，签 署 任 务 相关 协议书。7.4.5 指 导 患者 及 家 属 完成 财 务 支 付 相关事 宜。7.4.6 根据任 务 计划 完成 医务 人 员、医疗设备及药品 等 医疗准备。7.4.7 根据任 务 计划 进 行 航空 器 及机载设备 检 查 和 调试、协 调 相关 部 门 完成 飞 行 任 务 申请 与 批复 等 飞 行准备。7.5 任务实施阶段 7.5.1 在 航空医疗 救护 服务 任 务 执 行过 程中，应 保 持通 信 通 畅，满足 空地 有 效 沟 通 及航空医疗 救护人 员和机组 人 员 的 机 上 沟 通交 流。7.5.2 航空医疗 救护 通 信 调 度 中 心 与 患者 救 治 机 构 进 行 有 效 沟 通，及 时传 输 患者 信息。7.5.3 急 危 重症 患者 应 随 时 观察 和 记 录生 命 体 征，病 情 平 稳 患者 可 根据 病 情 和 飞 行 距 离，每 10min 30min监 测 生 命 体 征。7.5.4 航空医疗 救护 过 程中 应 根据 患者 伤 情 及 途 中 病 情变化 给予 必 要 的 医 学急救 措 施和 心 理 支持，并 做好 记 录。7.5.5 心 理 支持 服务 内容 包括，但 不 限 于：心 理 救 助、心 理 干 预、情 绪疏导、环 境 适应。7.5.6 患者病 情发 生 变化 需 要进 行 应急 操作时，航空医疗 救护人 员 应 及 时通 知 驾驶 员进 行 配 合。7.5.7 必 要 时 启 动 远 程医疗会 诊，并 在 专家 指 导 下 开展 进 一步 诊 疗。7.5.8 填写 航空医疗 救护 文 书，内容 包括 但 不 限 于 患者 姓名、性 别、年 龄、职 业、上 机 时 间、离 机 时 间、现病 史、既往 史、主 诉、体 格 检 查、医疗 诊 断、专 科情 况、诊 疗 经过（抢救 经过）、护 理 记 录，添 加 飞 行起 止 时 间、飞 行 起 止 地 点 等相关 信息，按 WS/T 500相关 要求 执 行。7.5.9 应 做 好 与 接收 医疗机 构患者病 情、机 上 诊 疗 记 录、医疗文 书 及 检 验 报 告 的 签 字 交 接。7.6 任务完成阶段 7.6.1 根据 环 境 卫生 等 级 管理和 环 境 感染危 险 度 分类 要求，对 机 舱 及设备进 行 消毒 处 理。DB11/T 1750 2020 6 7.6.2 应 及 时 清 理与 补充 物 资，无 菌 物 品与 清 洁 物 品 应 归 类放 置，标 识明确，一 次 性 物 品按 产 品 说 明 使用与 更换。7.6.3 收集 患者 及 家 属 满意 度 反馈 信息。7.7 任务总结阶段 7.7.1 任 务 结 束 后 24h内完成 航空医疗 救护 资料 整 理 存 档工作。7.7.2 任 务 完成后 及 时 进 行 任 务总 结。8 服务评价与改进 8.1 评价方式 8.1.1 内部评价 8.1.1.1 航空医疗 救护 服务机 构 应 定 期 开展 服务 质量 检 查，并 记 录 检 查 情 况。8.1.1.2 航空医疗 救护 服务机 构 应 定 期 召 开 航空医疗 救护 任 务 分 析讨论 会，对 航空医疗 救护 全 流程进 行分 析讨论，形成内 部 评价 报 告。8.1.2 外部评价 8.1.2.1 航空医疗 救护 服务机 构 应 设置 意 见 反馈 平台，以发 放 调查 问卷、电 话 回访 等 方 式 进 行 客 户 服务满意 度 调查。8.1.2.2 航空医疗 救护 服务机 构 应 定 期 召 开 航空医疗 救护 专家 指 导 会 议，对 服务 质量 进 行 评价。8.2 评价内容 服务评价 的 内容 包括，但 不 限 于：a)服务 时 效；b)服务 完成 情 况；c)服务 满意 度；d)投 诉 率；e)投 诉、意 见处 理 情 况；f)人 员 培训 考 核 情 况；g)医疗文 书 记 录和归 档 情 况。8.3 服务的持续改进 8.3.1 航空医疗 救护 服务机 构 应 定 期 召 开工作 例 会及 专家 研 讨 会，研究 工作 中 发 现 的 问题，及 时 分 析，制 定 整 改 措 施并 落 实。8.3.2 航空医疗 救护 服务机 构 应 定 期 开展 航空医疗 救护 培训 与 演 练，提 高技 能，优 化 服务。8.3.3 航空医疗 救护 服务机 构 应 根据 内 部 自我 评价和 外部 评价 结 果，提出改进和 预防 措 施，并 落 实。8.3.4 航空医疗 救护 服务机 构 应 分 析 服务 行为 与管理规范 的 符 合 性和 有 效 性，适 时 修 订 服务规范。DB11/T 1750 2020 7 附 2020 1 The specification of air medical service 1 Scope This standard specifies the general requirements for air medical service,requirements of medical equipment and supplies,service procedures,service requirements,service evaluation and improvement.This standard is applicable to the practice of air medical service.2 Normative References The following referenced documents are Specification for sharing document of electronic record 3 Terms and Definitions The following terms and definitions apply to this standard.3.1 Air medical service The act of using medical aircraft as a transportation vehicle or as a platform for medical treatment.Note:Includes on-site treatment,medical transportation,transportation of medical force,and delivery of medical equipment and human organs etc.3.2 Air ambulance Aircraft equipped with medical equipment required to provide life support for patients and used for air medical rescue.3.3 Air medical crew Medical personal who have completed training in professional air medical service and are engaged to administer air medical service.DB11/T 1750 2020 2 4 General requirements 4.1 Management requirements 4.1.1 The air medical service company or agency should establish a complete system for quality control:including quality control of treatment,quality control of medical record,quality control of infection,management of personnel training,management of equipment and medical supplies etc.,to set up an operating mechanism that ensures traceability of medical service quality control and early warning of potential issues in quality control.4.1.2 The air medical service company or agency shall establish a detailed management regulation,standard operation procedure,and emergency plan for air medical service.All company or agency personnel shall be familiar with it and must strictly adhere to the contents.4.1.3 The air medical service company or agency shall reinforce basic,link and end management,and establish a system for reporting adverse events that occurred during air medical service.4.1.4 When the air medical service company or agency transfers patients with infectious diseases,it shall strictly adhere to the relevant national requirements for the prevention and treatment of infectious diseases and provide additional protective equipment and medical resources where necessary.4.1.5 The air medical service company or agency shall sign an air medical service contract,a notification of clients medical condition,and a risk agreement with the client.4.1.6 The air medical service company or agency and its medical personnel shall strictly protect the patients privacy.Disclosure of the patients medical records for non-medical,teaching or research purposes is prohibited.4.2 Staff requirements 4.2.1 Air medical crew members shall be in good health without any occupational contraindications and have good psychological qualities,adaptability and resilience to meet the requirements of administering medical treatment while onboard the air ambulance.4.2.2 Personnel engaged in air medical service shall undergo comprehensive training to acquire relevant professional knowledge and skills required for air medical service.4.2.3 Air medical crew shall wear professional air medical service uniform,be dressed neatly and act in good manner during the mission.4.2.4 Personnel engaged in air medical service shall have work experience for more than 3 years in pre-hospital care,emergency treatment,ICU department and other relevant departments and legally register with the respective air medical service company or agency.They shall be proficient in using the medical equipment in the cabin and be able to execute the correct and effective response in case of emergency and changes in the patients condition during transportation.4.2.5 Air medical crew shall abide by medical ethics,respect the patients right to informed consent and privacy,maintain medical secrets and health privacy for the patient,safeguard the patients legal rights,and respect the patients right to be treated equally regardless of race,religion,geography,wealth,status,disability,disease,etc.DB11/T 1750 2020 3 4.2.6 The pilot of the air ambulance shall have a Commercial Pilot License or an Airline Transport Pilot License.5 Requirements for medical equipment and supplies 5.1 Basic requirements 5.1.1 Medical aircraft and medical equipment shall be regularly overhauled and well maintained to ensure they are in good condition.5.1.2 The medical aircraft and medical equipment should be regularly disinfected and cleaned to ensure the air quality inside the cabin.The total number of air and surface bacterial colonies in the environment should meet the requirements of Class III of GB15982.5.2 Aircraft 5.2.1 The selection of air ambulance model shall be compatible with the service type and the operating environment.5.2.2 The channel for boarding and departure of the air ambulance shall be suitable for various models of stretchers to pass through to ensure convenience,speed and comfort of the patient during boarding and departing from the air ambulance.5.2.3 The climate inside the cabin of air ambulance shall be well controlled to avoid adverse effects on the patients and other persons on board.The temperature in the cabin of the aircraft shall be kept within the range of 10 C-35 C(50 F-95 F).5.2.4 Based on the relevant requirements of WS/T451,the communication system,which connects the cabin and ground medical facility,shall ensure effective communication of the entire process of the air medical service,and clearly transmit relevant medical information of the patient.5.2.5 The medical aircraft shall be equipped with a dedicated storage area for medical supplies and medical waste,with appropriate labels and classification.5.2.6 The air ambulance shall be equipped with power supply for medical cabin lighting and use of electronic medical devices.The lighting should meet the needs of navigation at night and treatment during the transportation.5.3 Medical equipment and supplies 5.3.1 The air ambulance shall be equipped with suitable medical equipment for patients,at least including monitoring device,ventilator,defibrillator,infusion pump,syringe pump,medical oxygen supply device,negative pressure suction device,and physical cooling device etc.The air ambulance can be equipped with an ECMO(Extracorporeal Membrane Oxygenation)if the patient has severe cardiopulmonary failure,or an infant incubator in the case of an infant patient.Please refer to Appendix A for the basic configuration of airborne medical equipment.5.3.2 The medical equipment shall be equipped with a backup emergency power supply or battery which can power the life support medical equipment for at least 2 hours.The spare batter
