Introduction 1.1 Origin of the Report The Sixth Plenary Session of the 17th CPC Central Committee proposed to “promote cultural industry as a pillar industry of national economy”, the 18th National Congress of the Party “boost the rapid development of cultural industry” and the 19th National Congress of the Party “cultural confidence push the construction of a powerful cultural country”. The development of a Cultural industry, as an important proof of comprehensive national competitive strength and as an important indicator for measuring overall national overall quality and living standards, has risen to the level of strategy for our country. In recent years, the proportion of cultural industry in the national economy has increased every year and the industry has entered a new period of rapid development. In 2018, Chinas cultural industry achieved an added value of 3873.7 billion yuan, and its share of GDP has been increased to the current 4.30%, up from 2.15% in 2004 and 3.36% in 2012. 1Music is the treasure in art history and the crystallization of humans wisdom, also, it is an art that enlightens and cultivates taste. Due to the development of modern industrial technology and the publics deepening demands for musical art, music has become part of the mass consumption market. And with the rapid development of media technology, musical products with commercial features have been produced, forming an industry of musical culture. As an important part of the cultural industry this industry has become a rising business with development potential because of its long industrial chain, abundant links with relevant industries and strong penetration, creating huge economic benefits and informing social values. According to a report of Chinas music industry in 2018, the industrial output value of Chinas music industry, including the core, expanded and related aspects, reached 347.094 billion yuan, accounting for 9% of the total cultural output value, 2. Of this, the vitality of musical consumption occurring through music performance and digital music has been expanded, achieving a rapid growth that exceeded the GDP growth in the same period. All this demonstrates the driving force of a stable, coordinated and sustainable development of the music industry. Music is the art of auditory sense, an indispensable part of the audiovisual, and thus the most important part of the cultural industry. Despite the low cost of Chinese film and television music, the phenomena of music assisting works is not uncommon, for example, Little Apple, the theme song of Old Boy: The Way of the Dragon in 2014, Decency of Ex-File in 2017, Calorie of Hello Mr. Billionaire, and Chill of Eternal Love. These ubiquitous songs have been played over 100 million times, becoming an effective method for film marketing. In 2019, the influence of music on the cultural industry has been further highlighted, with three of the eight Oscar Best Picture nominations being music-themed, as well as the final winner (Green Book). The products created and produced by the music industry, with their strong artistic appeal, resonate in the depth of peoples hearts, satisfying the needs of people to enjoy spiritual life. Additionally, excellent works in the music industry have educational value for music audiences. Such works can subtly influence and transform the aesthetic structure of audiences and activate their aesthetic consciousness to reflect the social value of humanities education, cultural dissemination and civilizational legacies. Musicians play a principal part in music creation and they are the source of power for industrial development. The living conditions of musicians, the external environment such as material guarantee and spiritual support of their creation, and the healthy communication environment for musical works all have an influence on the quality of Chinas musical production. For a long time, the living and creating conditions of musicians are not hopeful, and the value of music has been weakened or even forgotten. In the era of physical records, which relied on tape and CDs, the proliferation of piracy seriously violated the copyright of musicians, and thus a large number of outstanding music creators have difficulty maintaining their livelihood. The Internet era has completely subverted the logic of musics value, as a creative commodity, the time necessary for music creation has not gained value, the value of music has been neglected, and the survival of musicians has become more difficult. As the producers of the music industry, as the originators of the core content, the living conditions of musicians need to be seen and improved. In the West, the commercial value of musicians is largely dependent on collective management organizations and cooperative operations in all aspects of an industry ecology. Collective rights management organizations represent the majority of music creators, which can help them to manage the rights of their intellectual creation, and to call for and deal with disagreements with neighboring industries, and to strive to advance the interests of musicians.
